Adapt – or die (figuratively speaking!

When will the Coalition stop flogging the “the PM lied when she said before the last election she would not bring in a Carbon Tax”.  It’s frankly boring and just means that the Coalition does not see the point of flexibility, or adapting to a situation, or even being able to afford the proposed measure.
I ask , if the Coalition wins the next election and Tony goes to the people on a “I will repeal the Carbon Tax” line, and finds that he can’t afford it in view of all his other expensive intentions, will that be a lie – or simply adapting to the prevailing conditions?
