The Skills of debating

I think that the recent “debates” and other forums for politicians should provide a real wake-up call for any school that has an interest in the skills of debate.
Is it correct for one of the “combatants” to tell the other to “shut up” (21/8/13 – Leaders’ debate)? Do the rules of debate allow this?
Q@A last Monday night (19/8/13) also gave another instance of what not to do – one of the panel (Joe Hockey) did not allow the other panellist (Chris Bowen) to answer – at my count – the majority of questions asked, which the rules of the night said could be responded to. Any response not interrupted had Joe gaffawing, and rolling his eyes. Could this be against the rules of debate? At the very least it was meant to be diversionary.
So schools that do have debating teams please take this week and more as lessons for your boys/girls on how NOT to conduct a debate.
