Compensation for what?

There seems to be a great deal of confusion about compensation for property losses in the current bushfires and, I hesitate to say it, also among the people of the State regarding to whom, and how much compensation should be paid.
If you have not insured your property, gambling that you will never face a fire wipe-out, do you receive the same amount of compensation as a person who insured their property and paid the high premiums over the years.
Is there a cap on payouts?
On the other hand, if you prudently insured do you receive an agreed payout in addition to insurance company settlement of claim?
Questions, questions. But this also came up at the time of the Jannali fires and I never heard any results. So what are the answers now following the immediately recent fires?
