A new rule – an old problem

Isn’t it time to bring in a new rule to politics – if a sitting member resigns for any reason other than (genuine,- repeat “genuine”) health/family reasons, they should be required to pay at least part of the incurred cost of the by-election caused by their resignation.  How hard would this be to bring in – how hard to get through Parliament – how hard to get members to agree.
